INTERIOR

STRUCTURAL SYSTEMS

Description:
The Hall has a mixture of structural systems. The exterior bearing walls are masonry. The interior walls are masonry, wood and steel studs, depending on location and when they were constructed. The first floor wood framing is 2 x 12's, 16" o.c., the second floor is 2 ˝ x 14's, 12" o.c., the ceiling is 2 x 8's, 16" o.c. and the roof framing is 2 x 12's, 16" o.c.

Condition:
Where the structural members are visible, there are no indications of any problems except for a few isolated areas in the basement. Likewise, there are no surface indications of problems at areas where the members are hidden. In the basement there is moisture wicking to the wood columns from the concrete pads

Recommendations:
Provide separation with metal sheeting or rubber membrane between the wood column and the concrete base at the columns at the basement level. Apply wood preservative to the wood columns, especially near the bottom of the column.

Doors and Windows

Exterior Doors

Description:
The doors are stained wood rail-and-stile with single-pane windows, or six panel painted wood doors. The doors at the side and front entry at painted steel.

Condition:
The doors are generally in good condition. Many exterior doors have areas of warn finish.

Recommendations:
Provide adequate weather-stripping at all exterior doors.

Interior Doors

Description:
There are a variety of styles and finishes of interior doors throughout the Building. The majority are stained or painted wood rail-and-stile doors. Doors to the kitchen, elevator and hallway are wood fire-rated flush doors. There is a pair of stained and varnished wood panel folding doors with divided lights with obscure glazing at the third floor balcony opening. There is a stained wood panel Dutch door at the Coat Closet at the second floor.

Condition:
Most of the doors are in good condition. There is some damage to the finish of several of the doors. The door to the third floor Office does not close completely. The door to the third floor Stair Landing locks but does not properly latch. The balcony doors are in fair to poor condition. They do not operate smoothly. The door to the Coat Closet does not operate smoothly.

Recommendations:
Repair and refinish doors as required.

Windows

Description:
Most of double hung windows have been recently replaced. There are three windows at the first floor, east side of the building that are older wood windows. There are three basement windows at the front (South) and four at the side (East) of the building. The front windows have screens and glass panes, one window only has screen. The side windows have been covered from the outside with painted sheet metal panels. Four windows at the rear of the stage at the second floor, North side of the building have been blocked up with plywood. The window at the Men's Restroom on the second floor has a window with obscure glazing.

Condition:
The newer windows are in good condition. The older wood windows have some deterioration. The window in the Men's Restroom is missing the bottom sill.

Recommendations:
Repair windows as needed. Replace in-filled windows at the rear of the building with obscure glazing or recessed masonry as the plywood deteriorates and if a permanent infill is desired. Install sill at window in Men's Restroom to seal opening.

INTERIOR FINISHES

Interior finishes include all visible surfaces, such as paint, wall coverings, tiles and carpet. In addition, they include substrates such as plaster, gypsum board, and wood when these materials are not structural.

Plaster, Gypsum Board, and Plywood

Description:
For the most part all the walls and ceilings in the building are plaster, gypsum board or fiberboard. Some of the surfaces are covered with other materials such as wallpaper, plastic panels, or acoustical ceiling tile. The Coat Closet has walls covered with painted plywood.

Condition:
The walls and ceilings are in fair to good condition. There are a couple of areas with hairline cracking, which can be expected in an older building. There is some minor damage to the plaster near the window in the archive room on the third floor. The greatest problem is in the main stairwell from Michigan Street to the second floor, where there are areas of water-damaged plaster at the ceiling and walls.

Recommendations:
Repair plaster as required when painting. The water damage does not appear to be active.

Paint

Description:
There is paint on all the walls except in the second floor women's restroom where there is vinyl wallpaper above the ceramic tile. The exposed plaster ceilings and pressed metal ceiling tiles are also painted.

Condition:
The condition of the paint varies from good to fair depending on location. Where the plaster has been damaged, the paint is peeling. Most of the paint on the walls and ceilings tends to be dirty rather than failing.

Recommendations:
When paint becomes dirty, the most common solution is to repaint. As an alternative, the paint can be washed. Washing is substantially less costly and can be limited to the areas that are dirty. Washing also prevents build-up, which can lead to paint failure due to excessive thickness and which can diminish the visual qualities of moldings by partially filling in the profiles.

Wall Coverings

Description:
Vinyl wallpaper is installed in the Women's Restrooms above the ceramic tile wainscot.

Condition:
The wallpaper is in fair condition.

Recommendations:
No remedial work is needed at this time.

Fiberglass-reinforced Plastic Panels

Description:
Fiberglass-reinforced plastic panels are installed in the Kitchen, Washing Room to a 7'-2" height and in the Storage Room.

Condition:
The plastic panels are in good condition.

Recommendations:
No remedial work is required at this time.

Ceramic Tile

Description:
There is a ceramic wainscot at the second floor Men's and Women's Restrooms and at the first floor Restroom. There is a quarry tile floor at these Restrooms The main floor Kitchen and Dishwashing has a quarry tile floor.

Condition:
The ceramic tile at the walls and floor is in fair condition. There is cracking between the wall and the base cove tile. The quarry tile floor is in good condition.

Recommendations:
Repair joint between wall and base cove tile with sealant.

Wood Paneling and Trim

Description:
Wood bead-board paneling wainscot is installed in the hallway and meeting room at the first floor and possibly dates to 1917. Stained and varnished wood trim surrounds all door and window openings. There is a notable wood pediment above the stairway to the front entry. There is a stained wood surround at the stage in the theater/gymnasium/ballroom. Wood trim also includes 3 part baseboards, chair rails, and crown molding. There are stained and varnished wood baluster and rail at the second and third floor stair railing and at the third floor balcony overlooking the gymnasium/ballroom. There is also a stained and varnished wood beam ceiling in the third floor meeting room. A stained and varnished ticket booth is located at the top of the third floor landing.

Condition:
The wood wainscot is in good condition. The wood trim at the stage edge is very worn and aged. The wood trim for the most part is in good condition although there are areas where the finish is damaged, such as windowsills at the third floor meeting room. Most of the damage is limited to nicks, scratches, deteriorated finish or paint drips.

Recommendations:
No remedial work is required at this time.

Wood Cabinets

Description:
There are built-in wood cabinets and storage in several of the rooms.

Condition:
The storage cabinets in third floor Office are in fair condition, although the doors scrape the floor. The finish is in poor condition on the cabinets in third floor storage and archive rooms. The wood cabinets in the Coat Room are in poor condition.

Recommendations:
Repair the doors to prevent further damage to the wood floor. Refinish wood surfaces when room will be actively used.

Wood Floor

Description:
The floor of the theater/gymnasium/dance hall is wood, as are the other rooms stage, meeting room, Lobby on the second floor, other than the kitchen area and restrooms and first floor. The floor in the gymnasium was installed 1998, as evidenced by the lower existing floor in the storage area under the stage and the height of the lowest riser of the stage access stair. The floors at the third floor are wood, although there is carpet over the floor in the Meeting Room. There are also three wood platforms in this room.

Condition:
The theater/gymnasium/dance hall floor finish is in good condition. The stage floor is in fair condition, there is one area that has missing floorboards. The floor in Stage/fire escape is water damaged below the existing radiator. The floors in several of the rooms on the third floor have paint drips but are in good condition.

Recommendations:
The finish is what is wearing, not the wood itself. No remedial work is required at this time

Masonry Floor

Description:
The floor in the basement is unpainted concrete in the boiler area and the elevator lobby and rest of the floor is brick. There is a concrete floor in the second floor Kitchen Storage Room and at the hallway near the elevator at the first floor.

Condition:
The floor is dirty in several areas and somewhat uneven. The floor in the Storage Room and Hallway is in good condition.

Recommendations:
There are several approaches to the moisture problem at the basement. Since the basement is essentially a bathtub, it is difficult to control water infiltration. Reduce any moisture infiltration from the sidewalls by grading and directing water away from the building. Ground water from below can be allowed to rise as it does, or install a new floor over a membrane, which will prevent water from seeping to the floor surface, although it will still be underneath.

Carpet

Description:
Carpet is the dominant floor covering in the first floor. There is carpet at the third floor storage room, stair landing and at the Meeting Room.

Condition:
The majority of the carpeting is in good to fair condition. The carpet at the stair landing is in poor to fair condition.

Recommendations:
No work is required on the carpet.

Pressed Metal Ceiling Tiles

Description:
There are painted pressed metal ceiling tiles at the second floor theater/gymnasium/dance hall. These tiles were installed as part of a later remodel. It appears that there are original metal ceiling tiles at portions of the first floor.

Condition:
The tiles are in good condition.

Recommendations:
There is no work required at this time.

Acoustical Tile Ceilings

Description:
There are several styles of acoustical ceiling tiles in the building. The tiles are 2 x 4 ceiling tiles suspended in metal ceiling grid.

Condition:
The tile ceilings are, for the most part, in good condition.

Recommendations:
There is no work required at this time.
